A policy - Public Private Participation [PPP], Inviting the private sector in e governance projects was issued by the state government recently, as per which share of the private sector in the proposed policy will be 80 percent while that of the government will be the remaining 20 percent. Guidelines for identification stress the need for preferring application with high impact value.
The GO [GO MS No.23] containing the policy framework of the PPP issued on March 29. The government directed the departments to identify suitable applications for e governance projects with special reference to improving internal efficiency and effective enforcement of law. It may be recalled that in addition to projects like the twin Cities Integrated Network Services [TWINS], Computer Aided Registration Department [CARD] and Computerisation of Multi-Purpose
Household Survey [MPHS], the government has announced that it will take up total computerisation of all the departments to offer services online to people.
‘The concept of user charges has to be kept in view for ensuring a reliable source of revenue for
implementation and maintenance of e-governance projects’ the GO said. Various e - governance projects will be selected through an open selection process involving international competitive bidding or local competitive bidding.
Suitable pre-qualification criteria including turnover of bidders track record in implementation of IT projects and availability of the range of skill sets and local presence will be prescribed for bidders. The departments have been directed to take up an intensive exercise to arrive at a comprehensive set of applications, which are proposed to be implemented over the next three years. The last date for the exercise of identifying applications, prioritisation, bundling
and preparation of suitable implementation plans is May 15.
Meanwhile, the state government is contemplating to amend the Local Fund Audit [LFA] Act to make it more effective. The bill to amend the LFA Act would be introduced in the next Assembly session. In this connection the government has asked all the departments to work out the amendments so that accountability can be introduced at various levels in municipalities and corporations and also at the state level.
